  The project is located in the South Port and Beigang waters of the Northeast Yangtze River in Shanghai. It is a large-scale transportation infrastructure project in the Yangtze River estuary in China, and an important part of the Shanghai Yangtze River Tunnel Bridge, Shanghai - from the Chongming River crossing to the Xi'an Expressway. The completion of the project will improve the structure and layout of Shanghai's transportation system, boost economic integration in the Yangtze River Delta region, further propel the economic development of the Yangtze River and even of the whole country, and increase Shanghai's total ranking in the national economy. The project goes from Wuhaogou, Pudong New Area in Shanghai, passing Changxing Island to Chenjia Town, Chongming County, with a total length of 25.5 kilometers. The project adopts the "Southern Tunnel Northern Bridge" scheme, which is a tunnel crossing the South Channel of the Yangtze Estuary and is about 8.95 kilometers long; It spans through the North Channel of the Yangtze Estuary in the form of a bridge, which is about 16.65 kilometers long. The project follows the expressway standard, comprising of a two-way road with six lanes; a first grade highway which accommodates driving speed of 80-100 km/h. The project research began in 1993, completed preliminary design in the second half of 2004, and officially launched on December 28, 2004.
